The National Digital Literacy Framework (NDLF) is a co-created framework, launched by the National Information Technology Development Agency (NITDA), to guide the administration of digital literacy to Nigerians. The NDLF has 6 competence Areas, 23 competencies and 8 competency levels.

The 6 competence areas of the NDLF are :

1. Devices and Software Operation; 
2. Information and Data Literacy;
3. Digital Content Creation;
4. Communication and Collaboration;
5. Safety; and
6. Problem Solving.

The Digital Literacy for All (DL4ALL) is a flagship initiative of the NITDA, aimed at bridging the digital divide in Nigeria by training a critical mass in foundational digital literacy skills. This initiative is strategically designed to propel Nigeria towards a 70% digital literacy level by 2027. The initiative has 3 key programmes as follows:

1. Inclusion of Digital Literacy in the Nigerian Educational Curriculum 
2. Digital Literacy Training and Certification for the Workforce
3. Digital Literacy Programme for the Informal Sector

Through the 3 key programmes, the DL4ALL initiative aims to reach a wide range of beneficiaries across the 774 Local Government Areas (LGAs) in the 36 States and the FCT. They include; Children & Youth, Adults, Senior Citizens etc.

You can visit the DL4ALL online learning platform at dl4all.nitda.gov.ng to register and access FREE self-learning and comprehensive digital literacy training resources at your convenience. You can also participate in the FREE physical trainings under the Digital Literacy Programme for the Informal Sector, which will be delivered by corps members referred to as Digital Literacy Champions (DLCs), as part of their Community Development Service (CDS), across the 774 LGAs in the 36 States and the FCT.

The physical trainings will be conducted in communities where the corps members are serving. The corps members will agree with the community leaders on convenient venues for the trainings where a significant number of community members are involved. Venue about designated venues shall be passed to the community members by the community leaders.

No. There are no strict prerequisites for joining the DL4ALL training. It is open to all Nigerians interested in improving their digital literacy. Basic familiarity with using a mobile phone or computer is helpful but not required.

Below are some of the benefits of participating in the DL4ALL trainings:

• Enhanced knowledge and skills to be more efficient in using digital technologies to improve productivity, efficiency and or business operations.
• Understanding of how to market business products or services online to reach a wider audience.
• Improved understanding of online safety to be able to make online transactions, digital payments etc. ensuring secure and convenient business dealings.
• Ability to effectively communicate through digital channels.
• Ability to access information and services online.
• Improved ability to learn and adapt to new technologies.

Corps members willing to volunteer as DLCs must be in their service year and must have registered their interest through the sensitisation campaigns that will conducted in the NYSC orientation camps. In addition, such corps members must undergo the training for prospective DLCs, which shall be conducted during the 3-weeks NYSC orientation camp.

Yes, there are certain incentives that will be provided to corps members volunteering as DLCs. These incentives include:

• Training on Video Editing, Graphics Design and Digital Marketing
• DL4ALL branded T-shirts and face cap
• Stipends to cover transportation, data and call expenses
• Cash prizes for best performing DLCs in each State
• Cash prizes for the top 3 performing DLCs nationwide
